# What Should a Commercial Cleaning Specification Contain?

A commercial cleaning specification is the document that defines what a cleaning contractor is actually being asked to deliver. Get it right and you have a clear, comparable basis for pricing, delivery and performance review. Get it wrong — too vague, too rigid, or simply out of date — and you end up with disputes, inconsistent standards, or tender responses that can't really be compared against each other.

At a minimum, a good specification should define the building and areas involved, the tasks required in each of those areas, the standard or outcome expected, and how that standard will be checked. Depending on the contract, it may also need to cover frequencies, periodic and specialist work, hygiene-critical requirements, access constraints and how performance will be reported. What it should generally avoid is dictating exactly how a competent contractor organises their staffing, equipment or day-to-day methodology — that's usually better left for the contractor to propose.

## What is a commercial cleaning specification?

A commercial cleaning specification is a written document that sets out what needs cleaning, to what standard, and how that will be judged. It's the reference point contractors price against, deliver against, and are reviewed against — and the point buyers return to when something doesn't look right.

### Specification vs cleaning schedule

These two terms get used interchangeably, but they're not quite the same thing. A specification defines the requirement — the areas, the tasks, the required outcome, and (where relevant) the frequency. A cleaning schedule, sometimes called a programme, takes that requirement and organises it into a practical delivery plan: which days, which shifts, which order of work. In short, the specification is the "what and to what standard," and the schedule is the "when and how it's organised on the ground." A building might have one specification but several supporting schedules underneath it.

## The 8 things a good commercial cleaning specification should cover

You don't need a 30-page document to write a good specification. In our experience, most of what actually matters falls into eight practical areas.

### 1\. The building and scope

Start with the building itself: the site, and where relevant, its floors, zones or distinct areas. List the areas that actually need cleaning — reception, offices, washrooms, kitchens, corridors, meeting rooms, and anything site-specific. Where you can, note approximate size or quantity, and flag any access or operating constraints (out-of-hours access only, security clearance needed, shared-use areas, that sort of thing).

A specification that isn't tied to the real building — one that reads like it could apply to any office anywhere — is inherently weaker. It tends to miss the areas that actually cause problems and includes generic language that doesn't reflect how the site is actually used.

### 2\. Tasks and responsibilities

For each area, be clear about what actually needs doing. This doesn't need to be exhaustive to the point of listing every wipe of every surface, but it should be specific enough that a contractor understands the scope: floors, touchpoints, washroom provision, waste, glazing, and so on.

It's also worth being clear about responsibility boundaries — for example, who supplies consumables and basic equipment, and whether there are any areas or activities explicitly outside scope. A word of caution here: while this kind of clarity is genuinely useful, there's no single fixed industry template for how these boundaries are split. Treat this as a sensible clarity exercise for your own contract, not a rulebook you're required to follow.

### 3\. Frequency and required outcome

A specification generally needs to say two things: what needs doing, and what standard needs to be achieved. Depending on the contract, it may also specify how often. All three matter, but they're not interchangeable — a task can be scheduled daily and still fall short of the required standard, and a standard can be clearly stated without pinning every task to a fixed frequency.

Broadly, there are three ways to approach this:

-   **Frequency-based** — a task happens at a set interval regardless of use (daily vacuuming, weekly detail cleaning).
-   **Outcome or performance-based** — the required standard is defined and measured, with more flexibility over exactly when work happens.
-   **Hybrid or responsive** — some requirements stay fixed while others flex with genuine occupancy or usage patterns.

None of these is universally "better." Hygiene-critical areas will often justify a more clearly defined minimum frequency. Outcome-based thinking tends to suit areas where appearance matters more than a rigid schedule. ### 4\. Periodic and specialist requirements

Periodic work — such as carpet extraction, high-level dusting, internal glazing or floor restoration — is particularly easy to overlook in a poorly defined specification. It doesn't happen every day, so it's easy to leave vague, and vague periodic requirements tend to quietly disappear from delivery over time.

It's worth distinguishing between routine maintenance cleaning (the ongoing work that keeps a space presentable day to day) and specialist or restorative work that resets an area back to a proper standard after it's fallen behind. ### 5\. Site constraints, hygiene and risk

Washrooms and other hygiene-critical or high-touch areas deserve specific attention rather than being folded into general area descriptions. They are often among the most visible indicators of cleaning standards. Beyond that, note any access or security restrictions, operating hours, site-specific permits, and known health and safety constraints that would affect how cleaning can be carried out.

This section shouldn't turn into a full compliance manual. It's about giving the contractor enough operational context to plan properly, not replicating your organisation's entire risk register.

### 6\. Measurement and evidence

A specification becomes far more useful once the required outcome can actually be checked. At a high level, this means being clear about what "done properly" looks like, how it will be inspected, what evidence or reporting is expected, and roughly how performance will be reviewed.

### 7\. Management and change

A specification works best when it's clear who's accountable for it, how issues get escalated, and how corrective action happens when something isn't right. This is also where the written specification meets real-world delivery — mobilisation is the point where a document becomes an operating contract, and it's worth being clear about how that transition will be managed.

A specification isn't a one-off document, either. It should be revisited as circumstances genuinely change, not left untouched for the life of a contract. We'll cover review timing later in this guide.

### 8\. Information needed for meaningful pricing

Contractors can only price accurately — and buyers can only compare proposals fairly — if everyone is pricing the same requirement. Building size, cleaning frequency, access and operating hours, occupancy, washroom provision, floor types, periodic requirements, specialist requirements and the level of supervision expected all genuinely affect price. ## Should cleaning be frequency-based or outcome-based?

As covered above, most specifications use a mix of both, and that's usually the right call rather than a compromise. Fixed, predictable frequencies suit hygiene-critical areas well. Outcome-based thinking suits areas where the standard achieved matters more than exactly when the work happened. A hybrid, usage-led approach can suit buildings with genuine occupancy variation — but it needs real evidence behind it, not assumption. ## What should the client define — and what should the contractor propose?

This is one of the more common places specifications go wrong: either too vague to compare proposals fairly, or so prescriptive that a competent contractor has no room to run an efficient operation.

**The buyer should generally define:**

-   The building/site scope
-   The areas involved
-   The tasks required
-   The required outcomes or standards
-   Frequencies, where they genuinely matter
-   Hygiene-critical requirements
-   Access constraints
-   Any known compliance or site-specific restrictions
-   Specialist or periodic requirements
-   Reporting or outcome expectations, where important to the contract

**The contractor should generally be allowed to propose:**

-   The precise staffing model
-   Rota and headcount methodology
-   Equipment and machinery selection
-   Specific chemical or product choices, subject to appropriate controls
-   The detailed supervision model
-   Internal delivery and quality-assurance methodology

This isn't an absolute rule, and depending on the contract there will be exceptions in both directions. But as a general principle, under-specifying the requirement makes it hard to compare proposals fairly, while over-prescribing a competent contractor's delivery method tends to restrict exactly the kind of efficiency and initiative you're paying for.

## What information does a cleaning contractor need to price accurately?

To price a specification properly — and for you to compare proposals meaningfully — contractors typically need consistent information on:

-   Building size and layout
-   Cleaning frequency
-   Access and operating hours
-   Occupancy levels
-   Washroom provision
-   Floor types and care requirements
-   Periodic cleaning requirements
-   Specialist cleaning requirements
-   Supervision and reporting expectations

We've deliberately left rates and productivity figures out of this guide. Pricing depends on the specifics of your building and contract, and any figure quoted without that context isn't something you should rely on. If missing or inconsistent information is genuinely the sticking point, that's usually a sign the specification itself needs tightening before it goes out to tender.

## Common weaknesses in cleaning specifications

A few patterns come up repeatedly in specifications that later cause problems:

-   **Unclear scope** — areas or tasks left open to interpretation
-   **Missing periodic work** — deeper or specialist tasks quietly absent from the document
-   **Vague standards** — "cleaned to a high standard" without saying what that actually means in practice
-   **No way to measure outcomes** — no inspection method, no reporting, no way to know if the standard is being met
-   **Outdated assumptions** — a specification written for how the building used to operate, not how it operates now
-   **Excessive prescription of delivery method** — dictating staffing or methodology in a way that limits a competent contractor's flexibility
-   **Insufficient information for comparable proposals** — different bidders effectively pricing different jobs because the specification didn't give them the same baseline

## How often should a cleaning specification be reviewed?

There is no single review interval that will suit every contract. What matters more is reviewing the specification when something material changes and building review into ordinary contract governance rather than leaving it to chance.

Worth revisiting the specification when:

-   Occupancy or building use has changed materially
-   The building layout itself has changed
-   Performance issues keep recurring in the same areas
-   The contract is coming up for review or reprocurement
-   New operational requirements have emerged

## How the specification connects to cleaning performance

The specification, measurement and KPIs are three parts of the same chain, not three separate documents. The specification defines what should happen and to what standard; measurement is how you check whether it's actually happening; KPIs are how that gets tracked and reported over time so patterns — good or bad — become visible rather than anecdotal.
