Start with the school's safeguarding arrangements The Department for Education's KCSIE 2026 Part One overview emphasises that people working in the school environment need to understand safeguarding systems, know the designated safeguarding lead (DSL) and deputy, complete required training, and act without delay if a concern arises. For contractor personnel, the school should take a proportionate, risk-based approach to the safeguarding information they need. A cleaning induction should therefore be shaped around the cleaner's actual role, working hours and areas of access. ## 2. Identify the DSL and reporting route A cleaner should not be left wondering who to speak to if something concerns them. The induction should make clear: - who the school's DSL is; - who the deputy or alternative contact is; - how to contact them during the cleaner's shift; - what to do if the normal contact is unavailable; - how concerns should be recorded or reported; and - what to do if there is an immediate danger. The operative's role is to report, not investigate. ## 3. Explain expected conduct around pupils School cleaning staff may pass pupils in corridors, work near after-school activities or clean occupied areas. The induction should explain the professional boundaries expected by the school, including any local rules on: - unnecessary one-to-one contact; - conversations with pupils; - physical contact; - giving or receiving gifts; - photography and personal devices; - social media contact; - entering occupied changing or toilet areas; and - responding if a pupil asks for help or makes a disclosure. The aim is clarity, not alarm. Staff are more confident when expectations are explicit. ## 4. Show the cleaner where they can and cannot go Site layout is a safeguarding issue as well as an operational one. This should match the cleaning specification, keys/fob permissions and shift schedule. ## 5. Explain sign-in, identification and access control KCSIE includes specific expectations about contractor identity on arrival. The school and contractor should agree how cleaning personnel are identified and admitted. The induction can cover: - sign-in and sign-out; - ID badges; - visitor or contractor passes; - keys, fobs and alarm codes; - lost access devices; - doors that must never be propped open; - handover of access credentials; and - what happens when a relief operative attends. A safer process is one where the person expected by the contractor is also the person expected by the school. ## 6. Cover relief and replacement staff A site induction should not exist only for the permanent cleaner. Schools should decide what a relief, mobile or temporary operative must complete before working and what can be delivered on arrival under controlled supervision. The contractor should have a process that prevents emergency cover from bypassing normal checks. Useful questions include: - Has the person's vetting status been confirmed? - Does the school know they are attending? - Have they been given the relevant safeguarding information? - Do they understand access restrictions and reporting routes? - Who is supervising or supporting them if they are unfamiliar with the site? ## 7. Explain what to do if a cleaner sees or hears something concerning KCSIE's core message is to act on concerns without delay. Cleaning staff should know that they do not need to decide whether something is "serious enough" before reporting it through the school's process. The cleaner should follow the school's procedure, preserve confidentiality and avoid investigating the matter themselves. ## 8. Explain how to respond to a disclosure If a child says something that may be a safeguarding disclosure, the cleaner needs a simple and memorable response. The school's procedure should govern the detail, but general principles include: - listen calmly; - do not promise secrecy; - do not interrogate or ask leading questions; - do not investigate; - make an accurate factual record where required; and - report the concern promptly through the school's route. This is an area where concise practical instruction is more useful than a large policy document that staff cannot recall under pressure. ## 9. Link safeguarding to the cleaning specification The induction should also cover the cleaning work itself. At ICS, site-specific induction connects safeguarding with the school layout and cleaning specification. That matters because working methods can affect where people are, when they are there, and who they may encounter. For example: - washrooms may need timed access; - sports changing areas may have occupancy restrictions; - classrooms may still be in use during evening activities; - exam periods may change access; - breakfast or wraparound clubs may overlap with cleaning shifts; and - holiday works may introduce subcontractors or specialist teams. The service plan should account for those realities. ## 10. Include health, safety and chemical controls Safeguarding is not the only part of induction. Cleaning personnel also need the normal site-specific health and safety information relevant to their work, such as COSHH controls, chemical storage, equipment, manual handling, slips and trips, fire arrangements and emergency procedures. A good school induction joins these requirements together rather than delivering disconnected briefings. ## 11. Record completion and refresh when things change Induction should be auditable. The contractor and school should be able to show who received the relevant information and when. Refresher briefing may be needed when: - the school's safeguarding procedure changes; - a new DSL or deputy is appointed; - access arrangements change; - a cleaner moves to a different site; - the person's role changes; - a new risk is identified; or - annual safeguarding guidance changes.
