Mobilisation is the point where the promises made during procurement must be converted into a safe and deliverable operating model. What happens between contract award and the first day of cleaning determines whether the service is safe, stable and fit for purpose from day one.

This guide is written for school business managers, estates and facilities leaders, academy trust procurement teams, headteachers, contract managers and mobilisation teams. ## 1\. Establishing mobilisation governance

Good mobilisation starts with clear governance. Before any operational work begins, agree:

-   A **named mobilisation lead** on both the client and supplier side, with authority to make day-to-day decisions. 
-   **Client and supplier responsibilities** — who does what during mobilisation (access, data, recruitment, equipment, communications). 
-   An **implementation plan** with milestones, owners and dates from award to first day and through early-life support. 
-   A **decision log** capturing every material decision and change, so there is a single auditable record. 
-   A **risk and issue register** reviewed at every mobilisation meeting, with owners and target dates. 
-   A **communications schedule** — who is told what, and when, including staff, school leadership, parents where relevant and the trust.

## 2\. Confirming scope and building information

Accurate building information underpins everything else — staffing, schedules, equipment and compliance. Confirm and exchange:

-   **Site drawings** and the most up-to-date floor plans.

-   **Room types** and their use — classrooms, labs, washrooms, halls, kitchens, sports and dining areas, offices, plant rooms. 
-   **Opening times** and lettings — including breakfast clubs, after-school provision, community lettings and exam periods. 
-   **Restricted areas** — secure storage, science prep rooms, server rooms, areas with access controls. 
-   **Periodic tasks** already known (floor care, window cleaning, high-level cleaning) and their expected frequency. 
-   **Existing service gaps** — anything the previous service did not deliver or delivered inconsistently.

## 3\. TUPE and workforce transition

Where the cleaning workforce transfers under TUPE (Transfer of Undertakings — Protection of Employment), mobilisation becomes an employment-law process as well as an operational one. **This section is not legal advice** — take professional employment advice early.

Plan for:

-   **Employee information** (employee liability information) provided by the outgoing employer within the statutory timeframe. 
-   **Consultation** with affected employees and any recognised representatives. 
-   **Measures** the incoming employer plans to take, and how they are communicated. 
-   **Payroll preparation** — continuity of pay, PAYE arrangements and right-to-work verification. 
-   **Pensions** where relevant, including any employer pension obligations. 
-   **Absence** — recording and managing long-term absence and known health issues through the transfer. 
-   **Vacancies** — identifying posts that are vacant or under-filled and planning recruitment. 
-   **Confidentiality** of employee data throughout the process.

## 4\. Recruitment and safeguarding

Where recruitment is needed — for vacancies, growth or a decision not to take on transferred staff — plan it against the first-day deadline:

-   **Vacancy planning** — roles, hours, shift patterns and sites, mapped to the schedule. 
-   **Safer recruitment** — following the school's or trust's safer recruitment policy. 
-   **Right-to-work checks** — completed and recorded before any start date. 
-   **DBS requirements** — the correct level for the setting, with the update service where appropriate. 
-   **References** — obtained and verified. 
-   **School safeguarding arrangements** — briefings on site-specific safeguarding, signing-in and visitor protocols. 
-   **Identity and access controls** — ID badges, keys, fobs and access permissions issued before day one. 

Safeguarding is non-negotiable in education settings. No cleaner should start on site without the required checks complete.

## 5\. Training and competence

Competence is what makes the service safe and consistent. Plan induction and training before the first day:

-   **Induction** — site orientation, key contacts, reporting lines and site rules. 
-   **COSHH** — control of substances hazardous to health, including safe use and storage of cleaning chemicals. 
-   **Machinery** — safe use of any floor care or cleaning equipment, with records of training. 
-   **Manual handling** — safe techniques, especially for heavy or awkward tasks.
