Smart Cleaning: Is Your Cleaning Specification Still Fit for Purpose?

Buildings have changed. The way we use them has changed. But has your cleaning specification changed with them?

For many organisations, the cleaning specification was written when the contract began and has changed relatively little since.

The building, however, may be operating very differently.

Hybrid working has altered office occupancy. Schools and colleges have changing timetables and activities. Public buildings experience peaks and quieter periods. Warehouses, manufacturing sites and other commercial premises can have areas with very different patterns of use.

Yet cleaning is still often specified in the traditional way: the same tasks, at the same frequency, regardless of how an area has actually been used.

The problem with a cleaning specification that never changes

A traditional cleaning specification might say that an office should be vacuumed five days a week, meeting rooms cleaned every evening and desks serviced at the same frequency throughout the building.

That may have been entirely appropriate when the specification was written.

But consider an office that now has:

300 people in the building on Wednesday and only 50 on Friday.

Should every area receive exactly the same cleaning response on both days?

Sometimes the answer will still be yes.

Washrooms may require scheduled servicing regardless of overall occupancy. Entrances and receptions still need to maintain presentation standards. Hygiene-critical areas may have minimum cleaning requirements that should not be compromised.

But other areas may be different.

A meeting room that hasn't been used does not necessarily require the same cleaning activity as one that has hosted meetings throughout the day.

A floor operating at 20% occupancy may present different cleaning requirements from the same floor at full capacity.

That distinction is at the heart of Smart Cleaning.


What is Smart Cleaning?

Smart Cleaning is an approach to cleaning specification and service delivery that considers actual building use, cleaning need and required outcomes rather than relying solely on fixed frequencies.

It doesn't mean abandoning cleaning schedules.

And it certainly doesn't mean automatically reducing cleaning hours.

Instead, it asks a better question:

What cleaning response is required to maintain the agreed standard?

Depending on the building and the area being considered, that response could still be fixed. It could also be influenced by usage, condition or changing demand.

The objective is to create a cleaning specification that better reflects the building it is designed for.

What is a Smart Cleaning Specification?

A Smart Cleaning Specification applies those principles to the cleaning requirements of a building. It combines essential fixed requirements with cleaning activities that can respond appropriately to usage, occupancy, condition and changing demand, while maintaining the required cleaning standard.

A commercial cleaning specification typically sets out the areas to be cleaned, the tasks required, frequencies or response rules, required standards and other service requirements. A Smart Cleaning Specification keeps all of that in place — it simply allows some of that activity to flex where appropriate, rather than remaining fixed regardless of how the building is used.

In summary

Smart Cleaning does not replace standards with guesswork. It keeps the required cleaning outcome at the centre of the specification, while allowing suitable tasks to respond more intelligently to actual building use. Fixed requirements remain fixed where they need to, while other activity can become usage-led, condition-led or more responsive to changing demand.


Smart Cleaning Specification vs a Traditional Cleaning Schedule

A traditional cleaning schedule typically sets out predetermined tasks and frequencies for each area — clean the desks daily, vacuum the corridors three times a week, and so on. It is usually built once and repeated indefinitely, regardless of how the building is actually used.

A Smart Cleaning Specification goes further. It still defines the tasks and standards required, but it also considers:

  • building usage
  • occupancy
  • the cleaning standard that must be achieved
  • the most appropriate cleaning response for each area

In practice, this means fixed requirements — washroom servicing, hygiene-critical tasks, presentation standards — remain fixed where they need to. Other activity can become usage-led, occupancy-led, condition-led, periodic or reactive.

A Smart Cleaning Specification is not a way of reducing cleaning frequency or labour by default. It is a way of directing cleaning resource to where it is genuinely needed, while protecting the standards that matter.

The day-to-day plan generated from this approach — sometimes referred to as a Smart Cleaning Schedule — translates those specification requirements into planned cleaning activity, in the same way a traditional cleaning schedule translates a standard specification.

What is a Master Cleaning Specification?

A master cleaning specification is the overarching document that sets out the cleaning requirements for a site or organisation. It typically defines the areas to be cleaned, the tasks required, cleaning frequencies, required standards and the responsibilities of everyone involved in delivering the service.

A master cleaning specification and a Smart Cleaning Specification are not the same thing. Smart Cleaning is an approach that can be applied within a master cleaning specification, distinguishing between the fixed requirements that should stay constant and the cleaning activity that can appropriately respond to building usage or condition.


Five ways of thinking about cleaning activity

A Smart Cleaning specification can distinguish between different types of cleaning requirement.

1. Core / Fixed

Some activities should happen regardless of short-term variations in occupancy.

Examples may include washroom servicing, hygiene-critical tasks, statutory requirements and essential presentation standards.

These form the non-negotiable foundation of the cleaning specification.

2. Usage-led

Other cleaning requirements are more directly affected by whether and how an area has been used.

Meeting rooms are a good example.

Rather than assuming every meeting room requires exactly the same cleaning activity every day, its cleaning response can reflect actual usage while maintaining an agreed minimum standard.

3. Condition-led

Some tasks can be triggered by the condition of an area.

The important measure becomes the standard achieved, rather than simply whether a task has been performed because the schedule says it is Tuesday.

4. Periodic

Deep cleaning, detailing, internal glass, floor-care activities and other periodic work remain important parts of maintaining a building.

A smarter specification can make it easier to identify where available cleaning capacity could be directed towards these activities.

5. Reactive

Buildings aren't completely predictable.

Spills, unexpected footfall, events, weather conditions and operational changes can all create additional cleaning requirements.

A responsive specification needs enough flexibility to deal with them.


Smart Cleaning doesn't simply mean fewer cleaning hours

This is an important distinction.

If an office is considerably quieter on Friday, it might be tempting to conclude:

fewer people = fewer cleaning hours.

We don't believe that should automatically follow.

Lower demand in one area can create an opportunity to use cleaning capacity elsewhere.

For example, available time might instead be directed towards:

  • detailed cleaning
  • periodic tasks
  • internal glass
  • floor presentation
  • washroom detailing
  • touchpoints
  • higher-use areas
  • tasks that can be difficult to accommodate during busy periods

The opportunity is therefore not simply to take resource out.

It is to ask whether that resource can be used better.

From task completion to cleaning outcomes

Traditional cleaning contracts can become heavily focused on activity:

Was the task completed?

That is useful information, but it doesn't necessarily tell us whether the required result was achieved.

A more outcome-focused approach — sometimes called outcome-based cleaning — also asks:

Is the area clean and is the required standard being maintained?

That means a modern specification can combine scheduled activity with measurable outcomes.

For example:

Reception – Core / Fixed — Maintain the agreed presentation standard each day because of traffic and its importance to the first impression of the building.

Washrooms – Core / Fixed — Maintain scheduled servicing and hygiene standards, with additional checks where occupancy or demand requires them.

Meeting rooms – Usage-led — Maintain an agreed minimum check, with cleaning activity responding to actual room use.

The specification remains clear, but the cleaning response becomes more intelligent.


Does Smart Cleaning work everywhere?

Not every building needs a highly dynamic cleaning model.

If occupancy and building use are relatively consistent throughout the week, a well-designed standard cleaning specification may still be the most appropriate solution.

That's why we don't believe organisations should adopt Smart Cleaning simply because it sounds innovative.

The starting point should be understanding the building.

Where occupancy is stable, the specification might follow a straightforward model:

Area → Task → Frequency → Required Standard

Where occupancy is genuinely variable, a Smart Cleaning approach can consider:

Building use → Required Standard → Cleaning Response → Measurement

The right model depends on the site.


What should you review?

  • Has hybrid or flexible working changed how the building operates?

  • Where are the main cleaning pressure points?
  • Are periodic tasks difficult to accommodate within the existing schedule?

You may find that the existing specification remains entirely appropriate.

But if the building has changed substantially, the specification may need to change with it.
